FAQ'S
Q. What is Pacific Water & Power? A. Pacific Water & Power is a third party billing and payment processing service contracted by your property management company. We have been providing this service since 1997.
Q. How do I set up service? A. Your gas, water, trash, and sewer (depending on property) will be turned on automatically when you move in. You should receive your first bill between the 8th and 10th of the month following your move in and then monthly thereafter. No security deposit is required for PWP.
Q. What utilities will I be billed for? A. Pacific Water and Power will bill your apartment for gas, water, trash and sewer (depending on property). Q. How much is the average PWP bill? A. The average bill will vary depending on usage and current rates set by the utility providers. The average PWP bill is $55 depending on property.
Q. How will my bill be calculated? A. The rates are based on the metered consumption of your community as a whole, less the common area usage (such as the pool area, irrigation, office etc.). Your bill is calculated based on the square footage of your apartment. This is called the RUBS (Ratio Utility Billing System) method of billing, a Utility Billing Industry standard.
Q. I've been gone on vacation for 2 weeks - why do I still have to pay this bill? A. Again, residents are billed based on the square footage of the apartment and therefore are responsible for their prorated share of the bill on a monthly basis. Just as you continued to pay rent on your apartment, your phone bill, and your cable bill to maintain service, you also continue to pay you portion of these expenses. Q. Gas? But I don't have any gas appliances? A. Gas is used to heat the water in your apartment, such as when you take a shower or wash dishes. (Wimbledon Glen & Tustin Properties are not charged for gas by PWP)
Q. What is the sewer charge for? (Anaheim Properties Only) A. The sewer charge on your bill is for the usage of the sewer lines inside the property. The city of Anaheim charges for the maintenance of the sewer lines up to the curb.
Q. What about trash? A. The trash charge is for the pickup and disposal of trash for the dumpsters located around the property. The City of Anaheim charges for trash pickup on your electric bill. The City of Fullerton trash charge also includes a recycling and sorting service of all your trash by M.G. Disposal.
Q. What is the service charge on my bill for? A. The service charge covers the general cost of operations, which includes printing, postage, billing, and customer service. All utility companies or service providers charge a service fee or base charge. Some incorporate the costs into the charges without showing them, but we offer you the breakdown.
Q. Where can I make a payment? A. Payments can be made by mailing a check or money order to the post office box on the remittance envelope provided in your monthly bill. Call 1-888-722-7971 and press 2-1-0 to make a Visa or MasterCard payment only. No cash or other credit cards are accepted.
Q. Why don't the apartments have meters to monitor usage? A. It is very easy to meter apartments that are being newly constructed. However, some older buildings have plumbing constraints which make it difficult to meter. There is the possibility of re-plumbing. This is not only expensive but highly disruptive to the residents of the community. Also, the cost of metering can be high so your Property Management Company may have decided that this is the fairest way to bill for these utilities at this time.
Q. How do I cancel my account? A. As soon as your lease ends and you turn in ALL sets of keys to the leasing office, your Pacific Water & Power account will automatically be cancelled. Your final bill will be deducted from your Property Manager's Security Deposit (unless you are enrolled in EASYPAY). You will NOT be billed for any additional days after your move out date. There is no need to call PWP to cancel your service, it will be automatically cancelled.
If you are enrolled in our Automatic Payment Program, your final bill will be debited the month after you have vacated your apartment.

SECTION SIX OF LEASE CONTRACT
6. Utilities. As additional rent for the Premises, Resident shall pay for all utilities and sanitary services, including, without limitation, to the extent provided in the Complex, gas, water, heat, sewer, telephone, cable, electric and trash pickup. A billing company named Pacific Water & Power, which is affiliated with Landlord, will send you monthly bills for utilities. The monthly utility bills will include a service fee not to exceed $7.00 per month in addition to the utility charges. If you do not pay the utility bill by the stated due date, you will be charged a late fee of $4.75 on your next monthly utility bill. PACIFIC WATER & POWER IS NOT A UTILITY COMPANY, IT IS A BILLING SERVICE COMPANY
If charges for the utilities and services for which Resident is responsible are separately metered to Resident's Premises, Resident shall pay for such services directly to the providing utility or agency. If charges for such utilities or services are billed to Landlord, Resident shall pay to Landlord (or an affiliate or separate billing entity), as additional rent hereunder, Resident's billed share of the monthly costs of such utilities and services, which shall be based upon the square footage of Resident's Premises as compared to the total square footage of leasable premises in the Complex. Resident shall make such payments promptly upon receipt of a bill. Resident acknowledges and agrees that such billings (based on Resident's square footage as a percentage of total leasable square footage in the Complex), may, in particular circumstances, understate or overstate Resident's actual usage of such utilities or services, but represents a reasonable estimation thereof, and that Resident shall be responsible for payment thereof as and when billed.
